22.214.171.124 Regulation No 22 of 21 July 1999 for Flight Operations in the Bulgarian Airspace and to/from Airports in the Republic of Bulgaria of the Ministry of Transport (SG, 69/ 03 August 1999 and effective from 07 October 1999) defines the conditions and the rules for obtaining flight clearances for flight operations in the airspace of the Republic of Bulgaria.
126.96.36.199 Flight clearances for flight operations in the airspace of the Republic of Bulgaria are granted by the following authorities:

188.8.131.52.1 The documents required for the issue of a flight clearance for flight operations as set out in item 184.108.40.206, shall be sent to the relevant authority under item 220.127.116.11 in written or electronic form either in Bulgarian or English languages in compliance with a special form. The time limit depends on each specific case under this Regulation.
18.104.22.168.2 When filling in the documents for granting of a flight clearance under item 22.214.171.124.1 the current Regional European Air Traffic Flow Management structure shall be adhered to.
126.96.36.199.3 The authority granting the flight clearance shall inform the applicant accordingly.
188.8.131.52 All flights in the airspace of the Republic of Bulgaria shall be operated:
1. provided the relevant authority under item 184.108.40.206 above has granted a flight clearance and a flight plan has been submitted; or
2. after submission of a flight plan in the cases where no flight clearance is required under the provisions of this Regulation.
220.127.116.11.1 The filled in flight plan as per item 18.104.22.168 shall be sent in written or electronic form in English language in compliance with a special form, published in subsection ENR 1.10, page 1.1014 not later than 1 (one) hour before the beginning of the flight to the following addresses:

22.214.171.124 The flight clearance for the operation of each flight shall be valid under the conditions specified therein for a period of 24 (twenty four) hours after the estimated entry time of the aircraft in the airspace of the Republic of Bulgaria.
126.96.36.199.1 The airline operators are not entitled to assign the obtained flight clearance to third parties.
188.8.131.52 The operation of international flights by non-radio equipped aircraft is not allowed in the airspace of the Republic of Bulgaria.
184.108.40.206 The international airports on the territory of the Republic of Bulgaria are indicated in part AD.
220.127.116.11.1 International flights to other airports (civil, military) on the territory of the Republic of Bulgaria, except for the airports under item 18.104.22.168, shall be operated provided there is border, customs, sanitary and public health control (in case of transportation of plants and animals) or any other type of control required under the Bulgarian Laws.
22.214.171.124.2 The working hours of the airports under item 126.96.36.199 are indicated in part AD, and of the airports under item 188.8.131.52.1 are published by NOTAM.
